Are they going pay out any vacation time if we are laid off?

No. Read your employee handbook. You must be from Wellcare. Centene cannot wait to get rid of the stank of corrupt WC staff.

As a person whonwas part of the Aug wave of layoffs.... you will be allowed to take any p.t.o that was already approved prior to layoff and will be up to your people leaders discretion and business needs if they approve any remaining p.t.o you have left. You will be directed to a department that handles severance agreements and not the regular h.r depth (who is completely clueless and has suffered layoffs themselves)

So if we are given bad news next week we can’t use our remaining vacation before dec 8th?

As a person affected the the first set of cuts the answer is no.

No. Take your leave as you go. Use your sick leave. All of it. It's automatically approved. That's what I did before I resigned a few weeks ago. Loyalty doesn't exist.

By policy, they don’t pay vacation time when you quit.

However, when they RIF you, they often add it to your severance amount. No guarantees.

Sick time is gone. No payout.

The policy handbook i have says no. They do not do vested vacation pay.
There are no federal laws requiring it. Check the vacation payout upon termination laws for your state

They have not said so yet and it did not appear to be in the leaked docs. The laws vary by state where the employee lives. In CA for instance, they are required by law to pay out unused, accrued vacation upon separation.
