If I told my manager that I would volunteer for a package when this comes up in the future, would they just find a reason to fire me now instead?

I think OP should wait till there is a confirmation of layoff before volunteering yourself for layoff. Anything before that could put you in a bad spot as a slacker.
It all depends on the relationship you have with your director.
I'm glad you asked about this because legacy Sprint had a Voluntary Separation Plan (VSP) to address voluntary needs. It could possibly save someone from being cut when there's someone with circumstances that qualifies for VSP. As for retaliation, there should be an ability to submit VSP to skip-level & HR without repercussion.
