In reality it doesn't really matter, why would any one want to continue working there. Let's just move on to the next phase of the disaster that is Lumen.

What’s a vssp? Is that something new or different than a vspp?
Yes Freezing reqs. does equal layoffs. Also if you have good skills and talents, you'll be one of the first out the door. Example, there was an open req. in my area for a next level up tech, under normal circumstances I would have applied, but not now. I figure it would make me a bigger target for a layoff.
Freezing req’s are explained to the share holders as layoffs. I’ve seen them say 1500 jobs are cut but in turn only frozen until later. Our area keeps hiring and now has nearly twice the total techs ever. But in reality work is slower and customers leaving daily. Something doesn’t compute

to be honest, I haven't seen a single position back filled for over a year ... and the reqs to hire people seem impossible to fill anyways due to HR
