For the VPs in this group. Are they still giving retention bonuses despite the ongoing layoffs? I got an offer from Apple, but it is in Boulder and family doesn’t want to move there. Thinking about bringing it up to VP and see if they can cover partially.

Qualcomm doesn't negotiate... If you want to leave they won't retain you.
Heck, they're trying to cut people as we speak.... So no, you likely won't get retained. if anything they'll be happy they wont have to give you a severance.
Seat to negotiate your retention bonus knowing veryone is replaceable here, including the CEO and president of the US. They will laugh @ you, but don't show you anything as you won't show your job offer either. After that conversation, go to your office think about the stupidity and pack; you won't get severance either, because you showed you simply do not in need it. Come on get mature!!!
Your best play is to take rhe offer but delay your starting date after layoff. If you are laid off then you already have a job, although it is not am ideal one since you dont really want to move. If you are not laidoff, you can tell apple that you change your mind. Made you a jerk but in the emd whatever the outcome you will still have a job

How on earth do you think a company planning to layoff ppl will offer retention? Unless you are irreplacable. But nobody is irreplacable

I would be surprised if Apple is offering positions only in Boulder. Most positions are also for San Diego and Cupertino.
