This place is a major source of frustration. It is painful to watch how they find ways to replace talented employees with cheaper ones. This way they achieve some short-term goals, but what about long-term planning for this company?

What I have noticed with the cheaper staff is this....I'm on a call with several of them trying to get a problem fixed. After hours of no success, a native English speaking person gets on the call and tells the group the solution.
These cheap employees are a joke, it takes 5 of them to do the job of 1. Also don't even think about asking them to think outside the box for a project, if it's not written on paper how to do it, the are completely lost.
Funny. A cheap employee is one who produces more per dollar of salary than average. A expensive employee is one who produces less per dollar than average. I've seen some low paid employees who are expensive and some higher paid employees who are cheap.
We are replacing grade 23 with 22 folks if we replace them at all. The one certainty I see is the offshored shared services like finance and HR are dysfunctional and a nightmare to deal with. Well, HR was awful before offshoring but that was merely due to stupidity not outright incompetence.
Those "cheap" employees have families and bills of their own too. I say good for them. Just get another job or start your own business. Or marry someone with money. You have other options.
