Should you take it?

The answer depends on your financial situation, but that said Intel is bleeding cash and the IFS strategy requires huge cash investment and risky prospect of ever panning out.. so, all things being equal expect more layoffs and sad working environment best case... worst case this company goes the way of Kodak, Xerox, etc., etc.,

It depends on your situation at work and personal if the package is worth taking for you. It may not be as worth it if you don't have much time with Intel and are concerned about how marketable you are for another job. Of course the converse and other factors could make it very much worth it.

In my group we will be offered it, but are also told we are each valued and needed to execute the groups mission. And we could be denied.

Definitely worth it unless the package changed.

This is what the package consisted of 3 months ago:
4 weeks of pay + 1.5 weeks per year of service (capped at 47 weeks).
payout for sabbatical if you are eligible
payout for vacation (non-exempt)
12 months of COBRA (includes health, vision, and dental)

California employees have some extras like pro-rated vacation payout for exempt employees and pro-rated sabbatical payout.
