I've been at MS for a long time and have never seen layoffs take place in September.
How credible is the inside scoop?

not really. September round are mainly those who negotiated a deal with the firm in May, typically EDs and MDs.

Confirmed! September is set so that people who will be laid off won’t be on payroll as of December 31 and therefore won’t have 401K match. Layoffs in October and after will not save the company’s cost to pay 401K match because the company still have to meet its obligation for 401K match.
