most of these gov programs are costly nightmares to implement and maintain

The biggest bead areas are outside of the remaining lumen footprint, so low roi to direct fiber investments to poor or rural areas

"With the exception of CA (Lumen is not an ILEC there), all are part of Lumen's divested ILEC assets. Very clear in hindsight that the sale was an unmitigated disaster and they should have simply milked the cash flows while optimizing upgrades using BEAD funding. "

I think Stansbury and Kate said No Thanks. This is a boondoggle plan by the feds to spend money with no hope of an ROI. LUMN participated in CAF and CAF II but scaled backed significantly with RDOF. BEAD is the 4th re-iteration.
