Why are we under a hiring freeze? Does this increase the possibility of layoffs?

Hiring freezes can reduce the number of people getting laid off. It's not unusual for a company to put people who might potentially get laid off in other positions rather than hiring brand new people externally. Hiring freezes, when handled as mentioned above, can save some jobs.
A hiring freeze is often done when a company is considering layoffs. It doesn't make sense to hire new people when you have existing staff that may be moved to positions in other areas, rather than hiring new people from the outside.
Guess you were right.
Hiring freezes are never a good sign… it’s definitely one of the many signs that a layoff could be coming. CVS/Aetna is so huge with various divisions so it’s important to look at the full picture not just that one piece. If you are seeing Leadership leaving and or acting oddly, lots of budget cuts and talk of “restructuring” these are also key signs that a layoff is likely in the works.
