Has anyone used another offer to counter their current salary within Oracle and gotten a raise in North America market? Appreciate any tips.

Absolutely, this is the only way to get a significant raise. You will get tiny 1-2% raises if you are lucky, but if you get an offer, they will typically match it. Don't worry about putting a target on your back, you already know you can get work elsewhere.
I got a 15% raise after my first 3 years…now in 5 and no raise since, maybe next year, 3 years is apparently the cycle they use

I got another offer and Oracle made a counter offer almost to match the base salary, however I am leaving ….tired of RIFs, reorgs, no promos, no raises …
They Will want to collect all the details and will ask for the offer letter. You will be told HR does not want give to give a counter offer later.
They don’t care about your new offer, sign the new offer and put your notice in after the paperwork is done and you’ve committed to the new job.
It's about the only way to get a raise in base unless you leave and go back.
I made that mistake and waited too long. Then when I got the offer, Oracle offered to increase my base. Should of did it way before. Do it. Don't listen to people telling you not to.
DO not do this. It will put a target on your head. In all likelihood they will say no and make sure you are caught up in the next RIF. Yes, they are that petty, yes, they are that vindictive.
If you use this tactic you will be placed in the layoffs list and replaced by HB1s in the near future.
Don’t. You will be viewed as disloyal and will be viewed as questionable.
