A friend says he was told to reapply for a job right after he was laid off. Is this possible? Has something like this happened to anybody else?

If you reapply and are made an offer in the first year, you can have your severance package clawed back.
thinking one has to stay industry bound is the reason too many people stay too long after their unhappy but trudge on
Nothing wrong about doing so.. Its about livelihood afterall. For some its not so easy to find another job as our industry is quite small... Skills are not easily transferrable..
So you just sorta chill on a seagate layoff site.....super weird but cool, very cool..
I reapplied after a year and was rehired. Made a whole lot less money. After a while, I realized Seagate was not the same company it was years ago. Got a job at an SSD company. What a difference. Getting out of Seagate was the best thing that ever happened to me. Those of you that got laid off, it might be a blessing in disguise.
Abused people often go back to the abuser and make excuses for the them.
ike going back into a bad relationship, don't
Why the heck would anyone go back to this failing company? Especially now.

There is a timing component to consider. Bring rehired too quickly will remove one's severance. Clearly, how best to weigh that depends on ones situation.
I too have many colleagues that have been laid off and returned.
yes, this happens, but why go back
Yes. I know several that reapplied after a layoff and were hired.
