To get as many people to quit as quickly as possible? It seems to simply be a spreadsheet exercise at the top as there is no plan whatsoever for those that remain or migrate in an to these Hub Areas. There simply isn't enough space to accommodate the work force that will remain. They really have no plan at all on how to move forward other than to go back to the spreadsheet.

There are 2 cost cutting goals in RTO: use the forced moves to fire as many people as possible and to sell off real estate (despite it being a terrible market for commercial real estate).
There is no other reason. All of the company talk to the contrary is window dressing.
According to the email it's not at all about productivity. It is about "creating an effective and supportive culture and winning in markets... ... so that together we work consistent with our values and purpose". Nobody knows what this means.
The goal is consistent maximum productivity.
