Pat was put in charge of ProShare Videoconferencing in his first real 'business unit' under Grove. At that time, Grove wanted to foster new applications -- the strategy was called 'new uses, new users...' for the PC.
Anyway, in a case like that, Pat learned you want to educate the market on a new application. You have to create awareness for the category. Nothing wrong with the basic concept. In the case of video conferencing, Intel found out that people didn't really care all that much for video conferencing and even when they did, you can't get paid for it when competitors give it away for free. Grove finally had to shut the whole thing down due to the staggering losses.
Anyway, understanding a bit of the history of the CEO and the company help give some context why a CEO like Pat may have a predisposition to preannounce things Intel can't deliver. The problem is that IFS is not a new category. TSMC has been doing it long before Pat was even running ProShare. So, there is no category creation. It is, a strategy that doesn't fit the situation. It is pure bloviating.
