I have heard we are under a freeze but can't tell. My team posts jobs but then no one gets hired. What's going on?

Ref: the way it works is RIFs to reduce cost on FTEs with (salary+benefit) = overall comp.
They continued to hire contractors/consultants. The least resistant path as the so called "management" don't have to "manage" and just play the "blame game". Not a sustainable environment.
Depends on the area but it’s widespread. Even replacement reqs are getting held indefinitely or canceled. A way of cutting headcount without cutting working employees. But it’s wrecking havoc on the teams that are left scrambling.
We are under some type of hiring freeze, if you will. It has to go throw a chain of command right now in order to be approved. The position has to be pretty critical. It started in may and I have yet to see an email saying it’s been lifted.
We are not. We have hired dozens of people in E&I.
