Rumours told , will be layoff on July but small percentage and another in Oct. Really don't understand, every 3 month layoff for sg seagate. Is it true?

Word of street say SG May-22 RIF was postponed to show better unemployment data of that quarter.
If this is true, then SG will RIF 3000+ at one go to move up the unemployment rate of SG by 0.1% as the total work force of SG is about 3M.
Macro Economic climate is not so good. Other company may also RIF at this time.
