Is it possible to have an oracle job and then another tech job at the same time. I am an admin for a software so I don't think I would be conflicting in anyway. and if so where can i read my contract to see if this is allowed.

If you are working for another tech company is considered a conflict of interest and you may not only get fired, but also risk legal action.
Check your employment contract to see if this is mentioned, I know people a few years back who had legal issues because they were working for other companies as well.
