Is this a problem in every store or just the one I work at? No one reviews anything and the you have to go to your HR just to get the time off. What does HR do? I mean no one is applying and schedules are a mess.

Pto is always a problem when a company is in financial trouble. The company saves money by declining or making it difficult to take pto.
