What is the rational of dragging these layoffs out so long. They must know that productivity is down, morale is down, and everyone is just waiting for the ax to swing. The waiting feels worse than the actual RIF.

HR has said that the RIF will pay out at original rate, not the reduced pay. May be USA only.
It's only irrational to destroy morale and put everything in limbo for months and months over and over again if you assume the goal of the company is to make money by selling products. It's not. The goal is to maximize the extraction of value out of an existing business to the board and the institutional shareholders and to milk it until its dry and they've offloaded its worthless corpse to new suckers.

Who is taking pay cuts?
Your pay cut, ie. New pay rate will affect your severance.
And after a month of uncertainty, those left are rewarded with a pay cut!
