Are non people managers safer?

Managers w/o portfolio are among the first let go. Mgrs of small nos. of ppl are also in danger since the small no. of ppl can be readily added to another mgr's headcount. Mgrs. of larger nos. of ppl are generally in good position to w/stand layoffs unless politics enters into things.
