You make a simple request to these people and they non stop sh-t on you. I wonder if they know how many internal employees leave because of inept HR. Working here is a major mistake. Don’t get trapped here.

Intel is a trap, for sure.
Unknowing folks allow the selves to be sucked in, but after a few years, you are absolutely toxic to the rest of the workforce with the garbage that is Intel on your CV.
Why does HR makes as much as an engineer with a masters?
HR gets treated unfairly I think. They're only doing their job, actioning policies that haven't been determined by them.
I got CPM'ed earlier this year and was treated well by the local HR team. They're not robots, they're humans and they sometimes have to do unpleasant jobs for a tiny fraction of the remuneration that our directors and PEs are on.
Cut 'em some slack.
This is one of the oldest tech companies still in existence... founded in 1968.
The company is fraught with huge bureaucracies, overlapping jurisdictions, matrix management and 'copy exactly' mentality.
If you want a nimble, fast moving company that learns rapidly and tries new things you might want to try a company that isn't encumbered with all this baggage. HR is just a symptom of the problem.
OP: agreed. A lousy HR also emboldens bad managers to treat ICs poorly with impunity, since they know there is no recourse for the ICs even when they escalate to HR.
I know quite a few high performers in AXG who left because of bad managers.
