2 months pay/benefits is a federally mandated US minimum (WARN Act) for large layoffs. The severance package starts after that and is given in return for signing papers that take away your right to go around airing dirty Intel laundry. That package is very unlikely to go away.

Severance pay will be the bare minimum, 2 months at best in the US, other countries may vary.
