Legal (internal and external) provides advice but a decision such as this is 100% on the CEO. I think even with the fine STX made money on this.

Bottom line is outside council was employed on the sanction decision to continue to seek drives to China. However, the decision to do anything is not made by council, but by the business leaders all the way to the top. You can be certain that the Seagate legal team and the outside council employed, advised executive management of the consequences of continuing sales to a Chinese company and the Business Leaders went ahead with the sale.
Consequently the drives sold were manufactured in a Seagate plant IN China and sold to a Chinese technology company in China.
