Op may be correct, but intel culture has become some good at creating slides and manufacturing OKRs that read well that it is virtually impossible to really tell who is actually adding value.

Like Twitter, until you fire 80% of the people you won't really know how few people you actually need to get the job done. Certainly well south of 60,000 employees one should think.

Bad decisions were made but they were also poorly executed. Execution is largely the results of the collective workforce. I guess you could argue that the decision makers also decided on who got hired so bad decisions across the board. Workers appear to decline any responsibility for their own actions or lack of them.
