You're not "deciding to leave". You're informing them that you cannot relocate to work wherever they are telling you that you're going to have to start reporting to (and let's assume that location is greater than 50 miles from you).
You are involuntarily terminated (you didn't decide to leave, you didn't quit or resign) in that circumstance, and you are eligible for severance having been involuntarily terminated due to business or structural changes.

Yes, this is my expectation as well. If you don't accept the severance and leave, then you're making a commitment to move/go to office, and if you don't do that, you will likely be terminated, not laid off. Some people seem to think they can promise to move, and keep milking it until the cut-off date, then take the severance and go. I'm 99.9% sure it will not work out this way.
My experience with seeing this before as well as considering the management is that yes, normal severance offered for those impacted wave 1. However… you get one shot at accepting and need to be off book by the date specified. Also had heard the package includes wording which prohibits certain lawsuits and derogatory public comments, but I have not actually seen that myself.
If you say you are moving and change your mind… then you do not get severance.
I'm within commuting distance of one of the two main locations. I am not taking severance into account when deciding whether to stay or leave. I seriously doubt that people near a hub location would get anything. (I guess I could roll the dice, but I think they're loaded)

They should, but it depends. What does it depend on? Well, no one knows yet.
We're being told that qualified managers may be eligible to get severance, but it's not clear what those eligibility requirements are. I'm guessing someone within a reasonable driving distance from their assigned location, that just don't want to go in person, might not qualify, and at this time, most of us assume that people who are asked to relocate to another state, should definitely be able to get it. It can be anything in between, so until we start getting some official details, we just don't know.
