Tower is a distraction. IFS would mean a complete change to Intel's business model. Trying to change your entire culture and process at the same time as acquiring Tower isn't a good M&A strategy.

Once the AI chips get restricted from PRC, they will soften up on Tower. Until then it is a painfully long chess game.
