Any ideas on if CVX counter offers to those who leave? Or is it generally a quick and easy sayonara? Or is to a select few ie hi pots?

You can leave your job at Chevron to find a slightly better paycheck elsewhere, but don’t discount the valuable benefit a pension will provide you later on. The longer you are with Chevron, the more thought you better give a transition to greener pastures.
Leave now and start fresh at your new position.
There are no firm rules on this. If your BU wants you, they can make it happen.
I tried this once with a very sympathetic manager. I am a solid performer, and another (smaller) company offered me 20% more. I brought this back to my manager in a very matter-of-fact manner. I'm not sure how far it went up the chain, but she/he came back and told me my other company's offer was outside of Chevron's pay scale for the position, and that maybe he/she could make some of it up with 'enhanced' salary action in the coming years. That never happened, and that manager EOI'd in 2020, so I'm not sure how much of a lingering record there is of the incident.
Chevron does not counteroffer, even for high-pots. Chevron firmly believes, and has for decades, that if you want to go, you can be easily replaced. Chevron only wants yes-persons, not critical thinkers who can envisage something better.
So c'mon and let me know...Should I cool it or should I blow?

I knew a guy who quit because he don’t like his rating. He found another job but didn’t like it. He was back at Chevron after a couple years. All was forgiven.
If you go there will be trouble
Lots of opportunities out there, however all depends on your skills and aptitude. Test the waters, apply for some jobs, see if you get something you like or not. May be you are overestimating or underestimating your skills, market will give you the perfect answer.
Lots of Chevron people have actually taken other jobs and then come back. No hard feelings. MW even quit once for a year to coach sports. They let him come back and didn’t ding his career too much.

Standard roll: if the like you you might get a counter offer, but then they will basically claw it back in the coming years by giving you minimum raises. If you accept a counter then be prepared to look for a new role within the company within a year or two to get distance from your current managers.

I assume you interviewed because you were not happy with your current situation at Chevron. So - It depends on what you want. If you want to grow your tech skills and actually do meaningful work - leave (assuming it’s not the same type of bs culture as Chevron). If you just want to collect a paycheck and go nowhere in your career, stay with Chevron. At least they pay fairly well. As far as counter - I wouldn’t do it. Like others mention, you’ll be the first one to go when layoffs happen.
I brought in another offer, and got a promo and a 20% salary bump. If you got the talent, you can get the green
I did it years ago and got a 15% raise. I stayed, of course. I told some co workers and they were happy for me.
Agree fully with @rzo. Seeking a counteroffer is seen by companies as the highest form of treason. Once you decide to leave, leave. You will be sorry if you play this counteroffer game, Chevron will elevate you on the layoff list as not fully dedicated to Chevron, and the company making you an offer will view you as using them rather than seriously seeking a job. It's a shrinking industry, you don't want that type of reputation getting around.
CVX does not care if you want to go, you go or stay based on your situation not trying to bargain on your offer. Even if you get success with that, you will be seen as a liability and not a trusted employee in the future layoffs, so you will be let go faster than anyone else when the clock starts ticking!
