UHG appears to have frozen hiring but is posting new jobs. What gives?

The jobs posted aren't for contractors. Those are for people with connections who are being hired on and are pre-selected.
This confuses me. I have been told we are under a hiring freeze but I see new jobs posted daily. Why?
Cancelled all non productive positions. But they will post new ones.
