Is this a better deal? Is the equivalent value lesser than RSU? Why they want to change to this process? Is this permanent or just for this year?

Usually ~120% is allocated per employee.
By giving everyone a fixed 100% cash they're skimming off a 16% cash saving.
I guess it means they can give out more stocks to higher grades?
How many people are G6? Maybe it's the largest grade and that adds up?
This review season, consider asking your manager for good references, not RSUs.

Talk about severance and referrals not cash rewards.
Look at the history of Intel RSU grants and take your pick. The stock "rewards" are a joke.
You'll never reach the vesting. Intel is sinking and fast.
Boy they did a number on your reward plans. Inflation will eat away the cash value.
Take what ever you can get. I am surprised that a company that is losing money is giving any rewards. Cash is always good, getting RSUs that will vest after you have been laid off are worthless.
