These folks have NO CLUE what’s going to happen. The ‘promise’ is the verbalization of their (our) hopes and dreams.
Q3 benefits restoration is just a promise, just like the promises to keep the gross margin "comfortably" above 50% and to "maintain" the dividend. It is likely based on the general assumption/hope that common seasonal business trends hold, with the Q3 cash flow being better than Q1 and Q2. Whether, with the current state of the product line in particular and the economy in general, that assumption holds is a big question.

Personally, if it saves jobs, GREAT! I don't hold INTC shares..as soon as they vest, they are gone. Don't want to have all my eggs in one basket.
Paying a dividend implies you’re a company that makes so much cash you can’t find sufficiently profitable ways to re-invest it in the business, so you “create shareholder value” by giving them a dividend for owning the stock.
The profitability part is obviously problematic for Intel. Cutting the dividend is an admission that you have failed to protect your core business and/or grow other sufficiently large revenue streams. Both true for Intel.
ELT knows this, of course. They just decided to put the burden on employees, rather than shareholders, for their poor leadership and foolish decisions. Classic reflection of the incompetence that’s gotten this company where it is today.
Why the dividend cut? Because the employees demanded it as opposed to footing the bill for recovery through cuts. Benefits are being restored Q3, this is a fair move.
