No. No one said "no MIP to avoid layoffs" as an official statement. They said "no MIP because numbers weren't met". As a result of numbers not met, there needs to be reduction of workforce.
Unfortunately, layoffs are an annual event, no "avoiding" it regardless of MIP or not.
