If the decision is made once again to lay off more senior staff members, the consequences will be dire for the company. It will find itself in deep, deep trouble trying to complete the existing projects in the pipeline with nobody who knows how to do it left. This is not a situation that can be easily remedied.

But on the larger point, the OP is quite correct but I would argue that ship sailed years ago. As an engineer, I find myself performing duties that were once performed by support staff but our local executives are too stupid to realize their willingness to cut support is dragging down the productivity of the engineers, or they just don't care. Of course I am also trying to cover functions from laid off engineers but I'm not keeping up so those projects are sliding sideways. You should have seen the look on my manager's face when he asked about a project timeframe and I informed him that I have classes to meet the mandatory 40 hr training, so it won't be ready for another week. At this point, they might as well lay me off as I'm doomed for failure anyway.
We have moved beyond an insane workload to an unsustainable product delivery model. I am still trying to understand why the staff got cut, workload increased, the bonusses and phones disappeared, but that asinine 40 hours of training remained. I am waiting for someone to announce we are closing a design center to truly establish our jump the shark moment. With that announcement we will know the Titanic is definitely headed for an iceberg.
Team-work works. Sharing with everyone, what one works on. Then more can be done with less people or more with the same amount of people.
But then one becomes replaceable and therefore everyone hides, and keeps the gates closed.
