They havent declared that there will be no more layoffs. Let that sink in.

Have your friend join as soon as possible. It would be foolish of him to decline the job offer. It’s always better to have a job compared to being unemployed in our current economic environment. Having CG on his resume is a plus. Don’t worry about the layoffs as it’s out of everyone’s control. If he doesn’t like the job it will be easier for him to find another job as he’s currently employed.
