I've been hearing this rumor for a solid 3 weeks now. My manager said she even thinks it's true. Anyone hearing anything to back this up?

I dont know about other sites, but the site I am at was once rumored to be on the chopping block. The site director sent out en email about site renovations back in January. They have taken down all the stuff on the walls and ceiling and repainted so far. Most of the decorations and plants they had set up are gone. To me it looks like they are cleaning the place up to resell. It's very empty compared to when I first started.

They did say in the all hands yesterday that some of the offices who have not had people returned to them are being consolidated. That means if you have 2 offices each one that can hold a 100 people and you only have 50 people total between the 2 offices you're going to close 1 office and force the 50 people to go to the single office.
Not for long. Mr. Senior Director for that region will never allow it - he will forbid anyone work remotely in his kingdom with his 1980s management style.
Your manager and leadership is always Right, please do listen to them.

The Connecticut Development Office/RBO was closed recently, so it may be true. RF/Development are working remotely.
