What does citi usually offer base on salary range? If it is on the lower end how much can you counter by to get closer to high end?

Depends on how much experience you have.

If the role is a step up for you from your current position and experience, you should be paid towards the LOW end of the range of the new position.

If the role is similar in complexity to the role you are currently in, and you have a few years experience performing this role, you should be in the MIDDLE of the range.

If you have been at this level for 10+ years and are going be the most experienced person on the team, then you should be towards the TOP of the range.

You are not entitled to high pay just because you think you are clever or can use some secret negotiation tactic. This is the typical mindset of millennials who have been indoctrinated by the left leaning school system, and coddled at home, with participation trophies throughout their childhood. Grow up
