Lots of haters on here. Can you imagine the damage to State Farm if they did anything drastic to information security leading to a breach?
Information Securities head count is not directly tied to ET. It’s a different department with a different budget. Is Ad Services budget tied to ET?
They are re-aligning areas to be more appropriate. An example is merging CSDC with Vulnerability to create a SOC .

It's so obvious what is happening with groups of both sides on these issues. It's all about power and closed mindedness to each side. If one or both sides hide information and is unwilling to see the others perspective, they shout down, name call, etc which causes the whole issue to remain unresolved. No! The world is not all about me with power and control over the other. When that happens the structure crumbles. Just ask China.

Info Sec employee count is tied directly to the ET employee count. So as ET employees go, so will Info Sec.
As far as I know this is just realigning similar teams into more appropriate verticals so they can work together more easily. Shouldn't be any shenanigans.
