Their idea is to save on severance costs

It's not much different at other companies either, but at Intel it's clearly noticeable - managers are quite adept at creating various types of pressure on employees in order to get as many of us to leave so the company can save on severance pay. Then they cut those who resisted the pressure. What they forget is how all this affects the motivation of those who stay here.

The plan to get people to leave on their own by making Intel a miserable place to work has been on-going for about 10 years now, at least.

The generous 2016 packages were expensive. Executive leadership doesn’t want to repeat that, as financial conditions are more dire now.

They don't worry about severance bill, it's wrote off against capital tax bill regardless.

Seriously, so the plan is to take months or years to get people to leave on their own by making it a miserable place to work. If that process takes the company more than 4 or 5 months, which it most likely would, it would cost more than paying severance. brilliant plan.

The reality is that Intel let people work through the holidays and the slow hiring period of Q4. Probably PGs religious guilt. I suspect you will see people being let go at a faster rate by mid month.

I don’t think managers are concerned about severance pay. It seems like conjecture on part of OP without working insight of processes and where the P&L is for severance packages. Managers have enough other stuff going to be taking on what is suggested.
