We're desperate to backfill some roles, but no luck for nearly six months. There's always some reason why "not right now." What's going on? Is there an official hiring freeze we don't know about?

Idk about a hiring freeze but I know to a certainty there's been a competence freeze for several years now. MDs were the first to be informed and the freeze seems to predominantly impact them. Most had no competence at strategizing, selling or delivering anything to begin with and it doesn't affect their compensation, so they seem to be absorbing it fairly well.
