Hi did anybody opt for the lump sum payout? If yes did it really take up to 60 days to process?

Call Displacement Services. They will know the answer.
You may file no earlier than the day after your non-working period ends. They say it can take up to 60 days to cut the check which means that your overall lump sum will be reduced by the bi-weekly paychecks in the interim. If you have 30 days or less remaining in your severance period, then don't both requesting the lump sum payout...so maybe 30 days is key?
I would assume it would not pay until after your 60 day nonworking period. Until the 60 days are up you are still officially employed. It should have been in the severance package details.
I would think the paperwork would give an estimate of how long it will take to process. If not, HR or whoever your contact person should be able to tell you.
