Anyone know why the cameras are in the south BTC parking lot (the ones outside of high theft stores)?

Also many of the camera don't work. Someone hit my car and security said the cameras in the back don't work
This is a new three way camera, the solar cameras with blue flashing lights.
There have been cameras on the building for years.
