It's another attempt to keep a few people employed on a project, like Adopt, which didn't work so well, and a few got laid off, then Level Up, a few left or got laid off or were moved to a different role, now this, and some of the same people are involved. This new initiative is not fair to the Operation teams. It also opens the door to cheating the system.
