Oh well, two previous managers said the same then happened a reorg, then the next manager said the same, then another reorg, now the new manager says the same. No Focal for a 6 years in a row.

The only way for a non-executive at Oracle to get a salary increase is to leave. Pretty obvious to those of us that have been around for more than a couple of focals. Oracle is a soulless place and does not give a rats a-s about anyone IC5 and below.
Do more, with less and for less.
Meanwhile, you'll be told you are lucky to still have a job.

Considering that in US O is switching hourly people to salaried, many will actually get pay cuts. Oh, but now they are bonus eligible and have unlimited vacation. Great benefits!
We had focals every year in my group. Raises were few and far between. Many who have above average focals still got laid off.

OP, after 6 years of no increases you equivalent buying power is probably 15-20 dollars less per hour than it was 6 years ago. We have had ridiculous inflation during that time. Could be even more. I hope you are ki-ling with your investments.

If I would have heard that once in my career I would have left. In this job market you are stuck. You should start looking anyway. If they don't think that they need to pay you more to keep you they probably don't think they will need you for long. You should have left 5 years ago. This is on you. Lazy won't be tolerated in this job market.
