Why lay off an underperforming employee when you could just fire them? In some countries, rehiring for the same position within a certain period isn't even an option.

Some area All Hands probably. Nothing SAP wide. OP, layoff announcements won't be SAP-wide anymore. They are laying off employees using performance management now so they don't need to legally announce them. Suddenly a majority of employees at SAP are now underperforming so executives will say they should let go and replaced with AI. Others will be forced out because low WHAT and HOW scores means lower salary appraisals and bonuses.
