for a January hire, when exactly does the last 40% vest? is the June before, after the new year, or after you reach the actual mid-jan work anniversary?

Everyone vests by June since that is 1000 hours, that's why the riff happened exactly before June for A0's to pocket our hard work
It's by calendar year and you have to work 1,000 hours in a calendar year for that year to count. This is spelled out on the public-facing benefits site.
