I worked at Cisco.
You absolutely can be let go if on a PIP. Though it's not called a layoff it's called termination for cause. Also if this is the case (TFC) there will not be a huge severance package coming your way. Additionally if you are in the US and in one of the many states that are "At Will" employment states it is far easier to terminate. Lastly some companies have started to increase the use of PIP's to avoid paying severance.
To be clear I am not saying this is the case with Cisco..(I doubt Cisco would stoop this low) but this is a lever many other US based Tech companies are using to jettison staff without paying severance.
Just some perspective from someone who saw this approach used in my company.

Yes pip still some risk (though minimized) if you’re on pto then you’re safe

oh yes, they can very well lay you off. PIP is not a protected employment status like medical leave, maternity leave, or disability leave. Being on a PIP does not prevent a company from taking other employment actions, including layoffs.

of course not. getting on a PIP is the surest way to avoid being laid off.
