Today is a reminder that job cuts do not just happen to struggling employees or people doing the bare minimum. Some of the smartest and most respected people I know here were affected too, including people with years of experience and records most teams would want to keep. Not sure how this is supposed to benefit Cisco in the long run, but the leadership seems to think it will.

Worked at Cisco long ago.
I have been laid off a couple of times. The first time (many years ago) there was palpable stigma.
The 2nd, I was honest in interviews that I was laid off. Most recruiters and hiring managers
didn't even flinch. Many acknowledged they too had been laid off at one time as well.
It's hard anytime someone is laid off..tremendously difficult.
However there really is no stigma because this is a lever that almost every company uses now to control OpEx..so I wouldn't worry about the stigma but it sure as he-l ain't easy. Good Luck.
Outside of corp site decision - like reduce certain geo: It is all about potential savings (meeting the target) and connections you have on higher level decision maker.
Not to mention the stigma of being let go. Recruiters do factor that consciously or not.
