One of my teammates complained a few days ago how it seemed our manager was acting weird and avoiding her for the past couple of weeks. Today, she was laid off. Could he have known so far ahead?

I was laid off once with my entire team, the managers100% knew before we did.
They knew two days in advance if they would be giving notice to impacted employees. First day notified. Second day training. Third day layoffs. Many managers were not part of those conversations so they found out today. A lot of people have suspected it's coming for months but no one knew exactly when.
Manager here. I had no advance notice about my affected team members. Decision on who was made 2 levels above me. I found out after my team members were informed. So it varies from team to team.
@OP I am a manager and my direct got impacted however I was told just a few minutes before he was told. So many managers did not know

No. Most first-line managers didn't know until a day before the announcements. Senior leadership working with HR determined the organizational change.
A lot of the individuals impacts were those first-line managers.
It's easy to imagine stories and want to find places to put our anger, but you have to look up a senior leadership for it.
Yes, managers are informed ahead of time. They must prepare for the conversations, attend training, review separation materials, etc. Your teammate’s manager knew unless they were impacted themselves.
Some of the 1:1s were with skip level managers, so direct managers were not always in the loop.
Guaranteed managers have known for around week or so. How much do they know I don’t know but definitely knew of some of the people who were in the chopping block
