Is there a difference if the meeting is scheduled with HR alone versus HR + a MGR (like if it means laid off versus moving to different org)?

Don't read too much into it. If manager and/or skip level think they need HR to deliver message, they will talk. But mostly HR is for process. But I dont think people will have 1:1 to tell you today, you are moving to other team unless you are the only one reporting to the manager and manager is part of RIF. Today is mainly RIF.
