You don't do voluntary exit programs routinely. It's not a great idea because the non selective nature can degrade your org.
Also, if you do it repeatedly it's less likely to have the desired result. "I'll wait for the next one."
You do it at inflection points. Enbridge did it already, and they don't need to do it again any time soon.
