When I resign I understand I need to first be sure to take my carryover and personal days and then vacation will be paid out. Is that correct? Not sure where to find this info.

Search payment in lieu within the emconnect. It provides the prorated calculation for the payment corresponding to the unused vacations. You won't get associated benefits like 401k etc.
Try goto/hr then policies and search there. Vacation page states you do get paid out for carryover and earned vacation.
