GM job titles reporting to same job titles

How does HR continue to let AVPs report to AVPS and Directors with less than 6 people. There used to be span of control and that seems to be a lie.

The HR policies only exist when they need to force somebody out. The rest of the time they are mear guidelines! Especially when some useless L3-L5 needs ppl to keep their useless title! Rules are for thee, no me!

The real question is how do so many people still not understand that HR doesn't set headcounts or org chart layouts, business unit leaders do.

HR takes care of legal issues, prescreening internal and external hires, policies like benefits and sick leave, paperwork, payroll... they don't even do union contracts, that's Labor Relations.

It's nothing more than the Executive buddy network working as intended. A title means more to these ladder climbers than actual pay, much like the participation trophy my neighbor has sitting on his desk!

T has a history of being very, very top heavy. With the good ‘ol boys club at AVP level and above, it won’t ever change. They could clean out these redundant positions and not miss a beat, whilst saving all the $ they talk about cutting. But nope, gotta keep the gravy train a’runnin for these useless execs.
